As the Billing Clerk, you will provide front-line support for property tax and utility billing services, helping residents navigate accounts, payments, and municipal programs. You’ll maintain accurate financial records, process billing transactions and adjustments, and contribute to the effective delivery of Norfolk County’s revenue services.

Duties and Responsibilities:
- Answer inquiries from the public received by telephone, email or in-person regarding property taxation and utilities as it relates to billing, collections, penalty and interest procedures, etc. that may be non-routine in nature or require analysis to be completed within previously established policies.
- Issue bills and update property and utility accounts for a variety of fees and services.
- Maintain property files in accordance with corporate records management procedures.
- Process adjustments to property tax accounts as required.
- Assist the public with various property tax and utility related programs.
- Prepare, sort and mail tax bills, supplementary tax bills and tax arrears notices.
- Assist in the billing function by preparing and inputting local improvements, special charges and rates into billing systems.
- Provide assistance to other members of Revenue Services team including property taxation and Provincial Offenses Administration as required which may include acting as a Courtroom Reporter as needed.
- Provide general assistance to Billing Analyst with overall corporate billing efforts.
- Prepare financial working papers for audits, analyses and make necessary corrections.
- Act as a backup for Revenue Clerk and associated collection functions.
- Perform other duties as assigned.
Requirements
Knowledge and Experience:
- Minimum two (2) year college diploma program in accounting studies or business studies
- Minimum one (1) year experience in municipal tax field to be familiar with the scope of position, or previous related experience.
- Completion of the Municipal Tax Administration Program (must be willing to be completed within two (2) years of hire)
Skills and Abilities:
- Good communication and public relations skills.
- Valid Ontario driver’s license and access to a reliable vehicle.
- Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents.
- Knowledge of basic revenue accounting and cash handling practices.
- Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
