Job Description

Scope of Position:

Provide technical and administrative support by administering, coordinating and completing a variety of tasks in support of construction and maintenance projects within the Municipal Drainage Services. This position will play an integral role in securing project approvals, preparing work plans, preparing reports, monitoring projects, and will be the main point of contact for technical and environmental agencies information. This position will also play a large role in the creation and maintenance of GIS data within Engineering.

Position Description:

  • Compile the information required to submit project-specific applications, permits, and reports for approval to partner regulatory agencies with the support of senior staff.
  • Maintain records as they relate to regulatory agency permits and approvals including any follow-up monitoring reporting that may be required.
  • Develop data management protocols and standardized procedures to ensure that data, reports and information related to permits and approvals are easily accessible and consistent.
  • Document processes and procedures as they relate to permit applications and approvals.
  • Maintain positive and effective working relationships with engineers, landowners, contractors, drainage superintendents, federal and provincial governing authorities and community partners.
  • Management and maintenance of the department’s infrastructure spatial datasets, completing data analyses, consolidating data sets, the creation of maps and reports utilizing ArcGIS.
  • Perform asset condition inspections for existing infrastructure, with risk-based evaluation and prioritize assets for replacement or rehabilitation.
  • Review proposed development applications, municipal consent applications, and Norfolk County projects to identify conflicts and assist with long-term planning and work prioritization.
  • Coordinate, promote and organize Norfolk County unique programs, such as the Wetland and Riparian Buffer Restoration Program.
  • Seek and apply for alternative funding sources for construction and maintenance projects.
  • Conduct annual electrofishing program, including funding applications, selecting priority sites, compiling data, and submittal to the approval agency.
  • Perform other duties within the Engineering Department as assigned.

Requirements

Knowledge and Experience:

  • Grade 12 plus an additional post-secondary program of over 2 years and up to three years, or equivalent completion of a post-secondary diploma in a related discipline such as Civil Engineering, Environmental Engineering, Geographical Information Systems or equivalent.
  • Minimum of three years of related work experience

Skills and Abilities:

  • Ability to compile information and prepare clear and concise reports.
  • Exceptional communication and public relations skills.
  • Ability to respond and adapt to shifting priorities.
  • Physically capable of working in an office setting and in an outdoor setting.
  • Experience working with various types of municipal, Provincial and Federal legislation.
  • Able to read, understand, and interpret technical documents.
  • Working knowledge in corporate standard software such as Microsoft Office and Esri based products such as ArcGIS.
  • Knowledge of terrestrial and aquatic ecology, habitat restoration, topographical surveying and GPS data collection.
  • Working knowledge of collecting water grab samples within rivers, streams, and wetlands.
  • Electrofishing and/or fish identification skills would be considered an asset.
  • Work experience related to coordinating environmental project approvals and programs.
  • Experience in preparing environmental funding proposals.
  • Aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
