Responsibilities
The Director, Procurement Services will develop a shared vision and lead procurement strategies to ensure that highly efficient, client-focused and responsive services are delivered to the University community. The role will strive to implement innovative ideas to help the university pursue its strategic priorities, increase efficiencies, minimize costs and maximize value for budget units and research grants. The Director is responsible for leading the strategic planning, budgeting, marketing, logistics and day-to-day operations of the University's procurement department. This key role will provide leadership and support to procurement staff and work closely with cross-functional teams on procurement initiatives. The role will develop, implement, and monitor procurement processes, and ensure compliance with legislation and regulations, as well as University policies and procedures.

Qualifications

Education:
- Bachelor’s Degree with a major in Business Management/Administration
- Supply Chain Management, Project Management or Accounting Professional Designation
- Graduate Degree in Business Management/Administration or other relevant field preferred

Experience:
- 10 years’ experience working in a diversified and complex public procurement environment
- 5 years’ management experience with involvement in strategic and innovative planning, developing and
managing budgets, managing staff and performance, negotiating contracts and change management would be
an asset

Knowledge, Skills & Abilities:
- Knowledge of financial principles, financial budgeting, tax legislation, customs and contract law, purchasing ethics, concepts and practices
- Analytical skills in the areas of financial and business management to draft budget proposals, forecast expenses and monitor relevant accounts
- Ability to provide strategic analysis and recommendations for designing and implementing new and changing administrative and financial processes that are in line with the University’s mission and balance competing priorities
- Openness to recognize when change is necessary, and to develop, implement and lead effective change management strategies
- Ability to organize and effectively manage financial and human resources needed to achieve results
- In-depth knowledge of best practices in building a strong collaborative team and leading people
- Ability to draw on diversity of skills, backgrounds and knowledge of people to achieve more effective results
- Ability to foster the long-term learning and development of staff through coaching, managing performance, and mentoring
- Compelling and persuasive communication skills to engage individuals and teams inside and outside the University
- Ability to deal confidentially with information that has financial, political, regulatory and reputational implications
- Ability to remain highly motivated, resilient, innovative, and collaborative when faced with challenges
- Capacity to handle risk and uncertainty, while being decisive in ambiguous situations
- Ability to exercise tact and good judgment, and skillfully negotiate, bargain, compromise and conciliate as required
- Advanced computer skills in Microsoft Office Suite
