Director, Information Technology Services

                                                                                   
PURPOSE OF THE ROLE

As a strategic thought leader and key member of the Library’s Senior Team, the Director, Information Technology Services (IT) sets high expectations for the Information Technology Department in support of the technological and digital objectives of the Library’s strategic priorities. This includes ensuring robust services and cost-effective approaches that take appropriate advantage of shared services and cloud options, balancing these strategies against value offered by local implementations. The Director actively engages with Senior Team members to identify needs and priorities.

The IT Director manages all operations for the Library’s IT Services Department that serves over 300 staff, volunteers and board members across 16 library branches.

The Director, Information Technology (IT) Services is responsible for the ongoing development, planning, organizing and operation of the London Public Library (LPL) Information Technology Strategy and the infrastructure to support it, including, but not limited to the Local (LAN) and Wide Area Network (WAN) operations, Integrated Library System (ILS), Human Resource and Financial systems, Internet, intranet, data, voice and wireless communications, loss prevention, intellectual property, inventory planning, security and surveillance applications, and allocation applications.
 
Works collaboratively to analyze the business requirements of all departments to determine their technology needs, identify opportunities for innovation and improvement, optimize the customer and staff technology experience and ensure effective and efficient operations.

The position demonstrates behaviors and actions consistent with the Library’s mission, vision, values and strategic goals.

KEY ACCOUNTABILITIES:

Leadership & Administration
  • Works with the Library Board, CEO and Senior Management Team (Senior Team) and staff to bring the LPL Vision, Mission, Service Model and Strategic Plan to life.
  • Works closely with the CEO & Chief Librarian (CEO) and supports the CEO in the effective management of the Library and liaison with the Library Board.
  • Works with the CEO and Senior Team on the development and monitoring of the Strategic Plan and Budget, shaping the Library’s strategic directions to respond to current and future opportunities and challenges.
  • Facilitates and supports accurate and timely two-way communication amongst all departments and key external stakeholders.
  • Provides organization-wide strategic direction and leadership related to the choice, application and most efficient approach to technology in libraries
  • Models behaviors that demonstrate commitment to the Library’s Vision, Mission and Values.
  • Builds collaborative and productive working relationships across the Library organization.
  • Attends, prepares and presents reports or participates in Library Board or City of London meetings, as required.

Strategic Initiatives - Project Management
  • Acts as Project Sponsor or Manager on identified Strategic Initiatives or participates as member of a project team or committee contributing expertise.
  • As sponsor or manager, spearheads creation of project plan, reviews and access goals, execution of plan, determines measurables, collaborates and communicates with key stakeholders, and reviews of outcomes and results.
  • Participates in project teams as a team member or project resource as appropriate.
  • As part of Senior Team, works to collaboratively identify and implement annual project priorities and budgets in direct alignment with Strategic Plan.
  • Ensures that information technology plans are integral to project plans.

 Information Technology Management
  • Provides strategic leadership including development and execution of LPL’s Information Technology Strategy, short- and long-terms plans, standards and procedures, platform selection, personnel management and direction and oversight.
  • Provides direction for LAN and WAN operations, Library ILS, Human Resource and Financial systems, Internet, intranet, data, voice and wireless communications, loss prevention, inventory planning, security and surveillance applications, and allocation applications.
  • Develops, maintains and promotes practices of continuous improvement and innovation within the IT team to better realize services and operations benefits through technology.  Evaluates opportunities and makes recommendations to Directors and Managers for IT solutions as organizational needs change and transform.
  • Ensures that the ILS is comprised of functionalities and features that are relevant, scalable, user-friendly and reliable.
  • Plans and develops computer based services to the public and the use of digitized resources.  Works in collaboration with the Director and Managers, Customer Services & Branch Operations to manage public service technology plans.
  • Directs the day-to-day operations of the Library’s technology systems and infrastructure.
  • Ensures quick and efficient service response for all technical support needs, and provides troubleshooting for hardware, software, voice and data systems.
  • Helps plans the implementation of special activities to promote technology to specific or multiple groups extending to the pubic across the organization. (e.g. training)
  • Oversees the development and execution of procedures for the integration and security of information and communication technology.
  • Expands the functionality and reliability of the Library's information systems and dissemination of information to key decision-makers and front-line staff.
  • Participates in planning of projects with community, government and corporate partners and application of grants.

Construction / Capital Projects
  • Participates in planning relating to specific capital projects such as Central Library and branch library construction and refurbishment.
  • Provides input to the preparation of IT related construction specifications. Liaises with architects, contractors, project managers, and consultants during construction projects regarding IT related matters.
 
Management of Relationships with Internal and External Partners
  • Collaborates and proactively works with internal/external partners, including suppliers, ILS system provider and other vendors, as required.
  • Communicates and supports key internal business partners, inclusive of problem solving and troubleshooting support. 
  • Facilitates concise, accurate, two-way and timely communication of all departmental information between department and key internal/external stakeholders.
  • Provides customer-support to internal and external Customers.
  • Leads by example and demonstrates the organizational values in all personal behaviors.

Legislation and Standards
  • Ensures compliance with government (federal, provincial and municipal) legislation and industry standards related to telecommunications.
  • Ensures that LPL is compliant with legislation and standards, such as the Customer Services and Communications Standards of the Accessibility for Ontarians with Disabilities Act (AODA) and Canada's anti-spam legislation (CASL)
  • Works with the Executive Assistant to the CEO to manage backup data/file storage and retrieval. Ensures that information is appropriately safeguarded and, under the direction of the CEO, manages release for request of personal information.
  • Ensures that staff and contractors are certified to perform work and meet legislated requirements and standards.

Risk Management
  • Develops and oversees business continuity plans for all IT infrastructure and communications services to ensure that the Library is equipped to deal effectively with any disaster or crisis or high-risk situation.
  • Ensures that all necessary risk assessments and risk assessment processes are carried out at the appropriate time (architecture, governance, security threat risk assessment, operational), etc.
  • Oversees security, including all file, data & digital asset storage and backup; authentication services; remote access facilities.
  • Develops and maintains performance measurements and standards to provide a baseline to assess and determine ongoing hardware, software, and staffing requirements.
  • Supports all business areas of the library, such a Financial Services and Human Resources with business continuity plans for digitized information and automated processes.
  • Crisis Management - Coordinates and directs IT response to internal and external attacks, viruses, spam, email and physical attacks, as well as environmental eg Covid 19.
Financial Management
  • Works in conjunction with CEO and Director, Financial Services to set annual and 10 year IT capital and operating budgets and to set expenditure priorities 
  • Collaborates with other members of Senior Team and City of London to procure goods and services through RFPs and other processes in accordance with the Library’s Procurement Policy.
  • Negotiates terms of work and manages vendor relationships with external vendors and service suppliers.
  • Responsible for procurement of goods such as communications equipment, servers, computer hardware, software and services such as licenses and maintenance and service agreements. Responsible for procurement of utilities and/or operation of utility systems such as bandwidth/connectivity.
  • Ensures that the IT inventory of library computers, printers, telephones, cellular devices, photocopiers, etc. are up-to-date and provided to the Director, Financial Services, to keep the LPL tangible capital asset inventory up-to-date and accurate.
  • Monitors actual revenue and expenditure against budget, ensuring that expenses are controlled; advises CEO and Director, Financial Services of any variances and ensures that plans are developed to address negative variances..
  • Ensures that budget targets are met at the end of the year.

Team Leadership
  • Creates a team environment which fosters and develops high performance and effective working relationships.  Acts as a change agent to positively encourage others and manage change.
  • Builds support for Library vision and departmental goals/objectives by communicating expectations and rationale and by monitoring and measuring work and outcomes.
  • Looks for daily opportunities to highlight the connection between overall strategy and day-to-day operational activities.
  • Leads IT Department, by directing the work and overseeing the quality and standard of work performed by direct reports.
  • Continually looks for opportunities to improve and maximize the efficiency and effectiveness of the IT Department,
  • Manages and supports staff performance and development by:
    • Providing consistent communication, feedback, coaching and empowerment;
    • Working with staff to address/resolve performance issues;
    • Documenting performance and conducting performance appraisals for direct reports.
    • Creating development plans to build core competencies and personal effectiveness.
    • Working in collaboration with the Administrator, Training & Development to ensure that there is a training model in place for the department and that staff participate in training
  • Builds teamwork and team effectiveness.
  • Celebrates department by taking opportunities to express positive expectations and feedback on an individual basis and through team celebrations; share successes with other parts of the organization as appropriate.

Human Resources Management
  • Hires, promotes, disciplines, demotes and discharges staff in accordance with organizational policy, the Collective Agreement, in coordination with the Library’s Human Resources department, and with input from Senior Team.
  • Collaborates in the development and system-wide application of the institution's employee relations policies; ensures that such policies are applied.
  • Participates in joint union-management committees and collective bargaining process as assigned by CEO.
  • Keeps current on the provisions and interpretations of Library Board policy and the Collective Agreement and ensures that they are properly applied.
  • Performs the duties required of a supervisor under the Occupational Health and Safety Act and Regulations.
  • Approves and monitors departmental expenses (eg Travel, Overtime, Tools)

Other
  • Keeps current in the area of Information Technology continuing education, attendance at conferences and workshops (both technology and library), participation in professional associations, and by reading professional literature to enable LPL to be an early adapter of key and appropriate Information Technology ideas, programs and processes.

Performs other related duties as assigned.
 

QUALIFICATIONS:


Education:
 
  • University Degree, College Diploma or equivalent technical education in Computer Science.

Experience:
 
  • Minimum Five Years Hands-on Experience in the following:
    • Management, Design and Project development of VMware Virtualized Environments, Fiber SAN, Enterprise Server Deployment, Metro Data Replication, and Veeam Backup Strategies.
    • Management, Design and Project development of Cisco LAN / WAN Switched and Firewall Security Infrastructure, and Mesh Wireless Networks
    • Vmware, Windows AD and Veeam, deployment, management, recovery, and protection.
    • Implementing Server, Workstation, Perimeter and Personnel Security best practices.
    • Implementing and integrating cross platform technologies including but not limited to CAT5, CAT6, POE, Single Mode and Multi Mode FIBER, Serial, Infrared, ADSL, DP, HDMI, and various power technologies.
    • IT Certifications Preferred
 
  • Ten plus years of progressively responsible experience in IT management roles, IT project development, and leading a diverse, high performance IT team. Experience in a unionized environment is an asset. Experience in a public library is an asset.

  • Familiarity with emerging technologies as they apply to the public library setting, including but not limited to 3D printers, 3D scanners, audio/visual tools, virtual reality, robotics, etc.
