Job Description

Basic Function:

To support the Fleet & Facility Services department with the coordination and implementation of specialized technical contracted facilities services, building security services, and minor capital and maintenance projects.

Position Description:

  • Coordinate and implement minor capital and maintenance projects, such as roofing replacements, building renovations, exterior repairs and restoration, building security installations (video surveillance, access control, alarm systems), and office furniture/equipment replacement and installation, in County owned buildings from initiation to completion
    • Research specifications, technical codes and standards, and develop scope of work for assigned projects and/or tasks
    • Permitting activities
    • Preparation and/or review of detailed designs and/or drawings to ensure completeness of scope and compliance with relevant codes and standards and corporate policies
    • Preparation of procurement documents such as Requests for Tender, Quote or Proposal
    • Preparation and administration of contracts
    • Project coordination of all construction activities, such as scheduling, inspection, project close-out, vendor performance evaluation, and other quality assurance activities
  • Coordinate and implement (maintain, troubleshoot, repair, or coordinate repairs) all County-owned building security systems and equipment (e.g., access card readers and panels, security system keypads and panels, door operators and their associated equipment, etc.) in accordance with manufacturer maintenance manuals
    • Organize, plan, and prioritize work order requests related to these services and respond accordingly
    • Provide emergency and after-hours response if required
  • Maintain/update security system user lists weekly, or as required, for security maintenance, and perform audits of system usage to assist in identifying change recommendations. Present opportunities for improvement/change to Facilities management staff
  • Respond to requests for and coordinate the purchase of keys and any associated equipment/mechanisms. Maintain/update key logs for County facilities
  • Provide contract coordination for all specialized technical contracted services (e.g., elevator maintenance, generator maintenance, overhead doors, alarm monitoring services, CO and NO2 monitoring, water treatment services, fire/life safety services, etc.)
    • Preparation of procurement documents such as Requests for Tender, Quote or Proposal
    • Preparation and administration of contracts
    • Project coordination of all construction activities, such as scheduling, inspection, project close-out, vendor performance evaluation, and other quality assurance activities
    • Ensure compliance with applicable codes, standards and corporate policies
    • Maintain and organize applicable maintenance logs if/as required by legislation
  • Coordinate Facilities building services and programs (e.g., roof integrity, asbestos management/abatement, etc.)
    • Organize work order requests related to these services
    • Ensure compliance with applicable codes, standards and corporate policies
    • Maintain and organize reports/records as required by legislation
  • Conduct meetings with consultants, engineers, contractors, and internal staff in in a professional manner for matters relating to capital and maintenance projects, and specialized technical contracted facilities services as required
  • Coordinate and communicate all activities pertaining to specialized technical contracted services and minor capital and maintenance projects with internal staff, external entities, and building occupants as required
  • Deliver professional customer service to all personnel by efficiently addressing work order requests, responding to general inquiries, and resolving complaints with care and expertise
  • Liaise with consultants, engineers and contractors, in relation to service contracts and capital projects
  • Utilize technical manuals (e.g., Ontario Building Code, ESA, TSSA, CSA, ASHRAE standards, etc.) to ensure compliance or use of best practices as required
  • Assist in the development, implementation and monitoring of comprehensive asset management plans for County facilities
  • Maintain databases such as roof condition assessments, building condition assessments, facility lists and building component inventories
  • Provide technical advice and recommendations to County and/or contracted staff
  • Assist with the development of project budget costing and conduct cost analysis/ cost tracking for contracted and internal work
  • Suggest improvements to existing corporate policies and procedures and prepare for review and approval of Facilities management staff
  • Assist with the development and maintenance of departmental procedure manuals related to project management
  • Coordinate and recommend remedial work on facilities deemed required by Health and Safety/Ministry of Labour
  • Prepare AutoCAD drawings for various projects and/or new initiatives (e.g., accommodation needs, regulatory upgrades, capital renovations/replacements, etc.)
  • Ensure fire safety plans and associated life safety systems are in compliance with regulations
  • Research and examine existing drawings and reports, layout drawings, specifications, and existing building conditions to obtain pertinent information for projects and/or tasks as required
  • Coordinate and/or conduct environmental sampling, testing and analysis on various buildings, building systems or equipment
  • Perform other duties as assigned

Requirements

Knowledge and Experience:

  • Grade 12 plus a 3-year College Diploma in facility management, construction management, architectural or engineering technology, mechanical or construction engineering technology, energy systems technology, or project management
  • Minimum 3 years’ experience in related field

Skills and Abilities:

  • Valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process
  • Knowledge of building systems, maintenance, and operation
  • Computer expertise in corporate standard software (Microsoft Office, Pearl, FMW) and department-specific software (Salesforce, AutoCAD)
  • Ability to read and interpret construction drawings, technical codes and standards, and corporate policies and procedures
  • Excellent oral and written communication skills, with a strong ability to effectively communicate and collaborate with various entities (e.g., internal staff, external contractors, building occupants, etc.)
  • Ability to effectively manage and safeguard the financial and material assets of the department. Source and purchase goods and services as required in accordance with Norfolk County’s Purchasing By-law. Administer purchasing process through established policies and procedures
  • Ability to work independently with minimal supervision
  • Proven analytical, research, problem-solving and decision-making skills
  • Excellent time management, prioritization, and organization skills, with the ability to multi-task
  • Manual dexterity to perform work related tasks
  • Must be aware of safe work practices as they relate to job responsibilities and work environment and have the basic understanding of the Occupational Health and Safety Act
