Job Description

The Division of Information Technology Services (ITS) is the central IT department of Western. We are committed to providing high-quality, cost-effective technology solutions and services to the campus community in support of the teaching and research missions of the University. ITS works collaboratively with other unit IT groups to expand the use of our central solutions and services where appropriate.
 
The Applications Development Team is a team within ITS delivering custom developed applications on the Java platform. These applications enable enterprise services to be delivered to the Western community. We strive for continuous improvement of quality, efficiency and value to provide the best solutions to students, faculty and staff.
 
The Programmer/Analyst will be a lead developer on enterprise level, campus-wide projects. The incumbent will be responsible for defining, developing, testing, and maintaining applications that address the University's strategic needs. The incumbent will provide development expertise within the team and act as second level support for many of these applications. In addition, the Programmer/Analyst will mentor entry level programmers to further the software development practices of the Applications Development Team. The incumbent is responsible for continuous research, analysis and identification of software development trends and for promoting these and other informative resources to the team. The focus of this position will be on development and code testing for an Identity Management project for Western.
 
Qualifications
Education:
-   University Degree, preferably in Computer Science, or related technology fields
-   Certifications in software development industry (CSSLP, etc.) is preferred
 
Experience:
-   5 years' experience in software development and analysis
-   Experience in relational databases including SQL Server, MySQL, Oracle
-   Experience developing enterprise level applications and providing functional leadership to small development teams
-   Experience with application development technologies described in the Western ITS Technology Environment document is preferred
 
Knowledge, Skills & Abilities:
-   Proficiency in a variety of programming languages, and abstraction concepts at the application and data layers including Java, Javascript, SQL, etc.
-   Hands on experience working with integrated development environments and continuous integration/delivery tools
-   Ability to manage small internal projects and successfully manage meetings with customers and colleagues
-   Takes initiate to gather data that helps identify and differentiate the symptoms and root causes of defined problems
-   Establishes a higher standard of performance excellence in key areas of responsibility, thus serving as a model for performance in this role
-   Expert knowledge of platforms such as desktop, web, and mobile
-   Expert knowledge of current Internet technologies, including HTML and CSS including responsive web
-   Expert in the development and execution of test cases and test plans
-   Proficient in writing clear, concise procedural documentation
-   Ability to effectively communicate (orally and in writing) and participate in business discussions
-   Ability to explain the immediate context of a situation, asks questions with follow-ups, and solicits advice prior to taking action
-   Ability and willingness to stay abreast of technological developments and a commitment to ongoing learning and professional development
-   Critical thinking and discernment to assess and scope areas for improvement and an ability to offer creative solutions
-   Apply attention to detail to routine tasks defined in formal, written procedures and oral instructions
-   Supporter and enabler of change
-   Able to work independently on tasks after appropriate training and with guidance
-   Able to make day-to-day decisions based on established guidelines
-   Maintain an organized and effective personal work environment
-   Ability to perform duties in a professional and courteous manner and produce high quality work while meeting deadlines
-   Follow project management best practices as defined by the unit
-   Models exceptional skills in fostering relationships within, across, and external to organizational boundaries
