Manager, Payroll Services

POSITION SUMMARY

Reporting to the Superintendent of Business, and as a member of the Board’s senior management team, the Manager, Payroll Services directs a variety of payroll and payroll-related functions for the board.  The Manager is a member of the Business Services administration team which has accountability for establishing and achieving the Business Services department’s strategic goals.  The Manager provides leadership, direction and support to a group of staff with responsibility for payroll administration and related duties.

 DUTIES AND RESPONSIBILITIES

  • Coordinates and administers Payroll Services’ activities and ensures that all practices are consistent with collective agreement requirements, and are compliant with Canada Revenue Agency requirements (e.g. T4’s and T4A’s, Record of Employment, statutory payroll deductions, etc.), Employment Standards Act, pension and benefits reporting and administration, Canadian Payroll Association best practices, professional accounting practices, etc.
  • Supervises and directs all payroll staff, including delegation of responsibilities, management of performance, and completion of performance appraisals and goal-setting activities
  • Works collaboratively with Human Resources staff and Information Technology staff on matters of shared responsibility to create workflow efficiencies and establish effective protocols between the three departments
  • Establishes strategic short and long term plans for the Payroll Services department and contributes to the strategic goals of the Business Services department
  • Provides expertise, consultation, advice and direction to Senior Administrators, School Administrators and other Managers on payroll-related issues
  • Prepares quarterly analytical financial reports of salary and benefits costs versus budget
  • Prepares payroll-related statistics and analytic reports for budget, revised budget and year-end
  • Ensures that payroll-related legal and government reporting regulations are in compliance and addressed, as necessary, through policy development, and/or changes in practice
  • Identifies areas of improvement including those with financial impacts, operational impacts or compliance-related risks and establishes controls or processes to address
  • Provides a leadership role in resolving issues related to the payroll process but which are initiated by other departments’ actions (e.g. Human Resources, Information Technology, schools) or external bodies (e.g. Benefit Trusts administration, central negotiations, Pension administration)
  • Promotes a positive, safe, healthy, respectful and inclusive workplace
  • Contributes to the talent management and leadership development process by facilitating appropriate training and learning opportunities for Payroll Services staff
  • Represents the Board at provincial meetings and organizations of school board business officials and allocates time and energy to network with other boards’ Payroll and Human Resources staff
     
    EDUCATION
    Post-secondary degree in business administration or accounting or a related field, or equivalent.  Successful completion of the Canadian Payroll Association Certified Payroll Manager (CPM) designation is required.
     
    EXPERIENCE
    Minimum of seven years of Payroll management experience, preferably in a large organization, including responsibility for supervising staff, is required.  The applicant will have demonstrated a proven track record of leading payroll teams which build and sustain a high performance culture.
     
    STARTING ANNUAL SALARY:  $124,251
