LMCH is the largest provider of rent-geared-to-income (RGI) housing within the City of London and Middlesex County. On behalf of the City of London, LMCH manages 3,282 public housing units. LMCH provides quality, affordable, and sustainable housing accessible to those who are in need.

1. OVERVIEW

We are seeking a passionate and hardworking Director of Finance & Corporate Services to oversee the development and implementation of a long-term financial plan for all LMCH owned and operated sites and future real estate development opportunities.

Reporting to the Chief Executive Officer, the Director of Finance & Corporate Services  is a member of the Senior Leadership Team (SLT) and a key contributor to corporate decision-making and strategic planning. The Director of Finance & Corporate Services will act as a key resource to the Board of Directors and to Committees of the Board on issues related to the management of financial risks and resources. The Director of Finance & Corporate Services will have a broad set of responsibilities that includes strategic and business performance planning, financial and systems accounting, budgeting, financial reporting and controls, banking, audit relations, purchasing, payroll, financial risk management services, treasury management, information technology, and the effective management of staff.

The Director of Finance & Corporate Services will provide leadership and oversight for the delivery of services that enable financial administration throughout the organization, including the identification and measurement of key performance indicators, improvements in LMCH business practices, and supporting the renewal and redevelopment of the housing portfolio.
 

2. PRIMARY RESPONSIBILITIES

Member of LMCH Senior Leadership Team (SLT): Works collaboratively within a high performing team based on a foundation of trust.  Collaborates with SLT on strategic vision and mission, corporate values, strategic goals, objectives and action plans, corporate policies, and practices to ensure quality service and customer satisfaction, organizational health and shareholder value, and alignment with the direction provided by the Board of Directors and its committees.
Corporate Financial Management: Develops and oversees execution of operational and capital financial strategies that are supported by corporate financial requirements and revenues.  Oversees planning, analysis, and forecasting practices and the development of accurate and sustainable budgets.  Ensures appropriate treasury management practices related to investments and cash management.  Ensures the accurate and timely tracking, allocation, and reporting of expenses and revenues.  Collaborates with internal and external stakeholders to develop and implement funding strategies that support capital work, portfolio regeneration, and the Asset Management Plan (AMP).  Performs analyses of financial performance, making appropriate corrective actions to ensure strategic goals, objectives, and benchmarks are achieved.  Provides financial analysis and reporting to management and the Board of Directors.  Ensures that LMCH meets reporting requirements arising from statutory obligations and the direction provided by the City of London. 
Corporate Services and Organizational Effectiveness: Leads corporate services to build organizational capability and effectiveness. Oversees the implementation of integral strategies and practices to drive continuous improvement and ensure the effective delivery of corporate services to support other departments and the overall functioning of the main office. Promotes the development of financial competency and accountability across the corporation. Enables the ongoing improvement of service delivery strategies and business practices. Identifies budget requirements, monitors expenditures, and ensures cost control efforts. Oversees and supports the management and professional development of assigned staff. Ensures the effective management of contractors, vendors, and consultants. Provides leadership, coaching, and overall management to staff within areas of responsibility that ensures effective service delivery.  Participates in management team meetings and other committees as identified. Represents LMCH in a professional manner and treats all work-related contacts with respect and courtesy. Works in collaboration with other staff in a team approach to service delivery. Ensures that own work and the work of all staff is performed in compliance with statutory requirements, including all applicable Occupational Health and Safety legislation, Municipal Freedom of Information and Protection of Privacy Act, and LMCH policies and procedures. Ensures the timely response to all workplace accidents or incidents.  Oversees corporate contracts including building systems, risk management, insurance, corporate leases, and agreements.
Risk Management: Maintains responsibility for LMCH’s Enterprise Risk Management (ERM) program and chairs the ERM committee.  Ensures the implementation of appropriate risk mitigation practices and internal controls.  Ensures that LMCH has appropriate insurance coverage and oversees the administration of insurance claims.  Oversees the analysis of the economic impact of business case proposals.  Ensures compliance with approved financial policies and procedures including the delegation of authority. 
Administration of Contracts, Partnerships and Legal Agreements: Supports the development and administration of leases, procurement, contracts, and agreements. Supports the resolution of contract disputes and legal matters. Ensures collaboration with other agencies to develop and share best practices related to financial services and administration.
Information Technology: Responsible for the management, strategy, and execution of all IT functions, infrastructure, policies, and processes.  This includes directing all IT operations to meet organizational requirements as well as the support and maintenance of existing applications and development of new technical solutions.

Other Responsibilities: Builds and manages a high-performance team that is engaged in the corporate mission and vision by performing management responsibilities including, but not limited to, hiring and termination decisions, coaching and development, rewards and recognition, and staff productivity. Organizes staff and oversees the day-to-day operations of the department. Develops and implements policies and programs as necessary.  Attends Board, Board sub-committee, and other committee meetings (internal and external) as required.  In coordination with other SLT members, covers for the CEO during vacations and absences and assists the CEO with special projects and assignments.

4. JOB SKILLS & QUALIFICATIONS
 
  • Advanced knowledge of the concepts and theories of financial management and administration acquired through the completion of a relevant university degree in Business Administration, Commerce, Accounting, Finance, or equivalency in a related field in addition to a CPA designation in good standing;
  • Over ten (10) years directly-related experience in financial management and administration, corporate services management, and development at a senior level;
  • Working knowledge of Generally Accepted Accounting Principles and requirements under the Housing Services Act, 2011 and all federal and provincial regulations is required. Solid understanding and demonstrated ability to ensure compliance with accounting standards issued by the Public Sector Accounting Board (PSAB) and Canada Revenue Agency regulatory requirements;
  • Demonstrated leadership experience in a multicultural, unionized environment working with a diverse client/tenant group;
  • Advanced ability to research, analyze complex concepts, and think strategically demonstrated through outstanding verbal and written communication of comprehensive plans, proposals, and presentations;
  • Proficiency in industry-wide applications and software;
  • Cross-functional team player and collaborator with excellent leadership, influencing, and relationship-building skills;
  • Knowledge of and experience in property services is an asset;
  • Must possess a valid driver’s license, have access to a reliable vehicle, and carry adequate insurance.  Travel may be required within the City of London and County of Middlesex.


5.  POLICE RECORDS CHECK

This position requires incumbents new to LMCH to submit a current Police Records Check from their local police service.  A current LMCH employee who is the successful candidate for this position must also provide this document unless it is already on file and not more than two years old.


6.  SALARY & BENEFITS:
 
Annual wage range of $83,905.74 – $106,251.70 (Non-Bargaining band 3); we also offer comprehensive health benefits and a defined benefit pension plan.
Normal working hours are 8:30 A.M. to 4:30 P.M. Monday to Friday.
