Position Title Engineering Construction Inspector
Position Overview

As the Engineering Construction Inspector you will perform construction inspection and quality assurance of in-house Engineering

infrastructure Capital works initiatives and infrastructure rehabilitation programs to ensure compliance with City and Provincial standards and specifications, as well as applicable legislation; prepares annual rehabilitation programs through estimating (including quantify verifications) and tender preparations; performs various engineering tasks including surveys, complaint investigations, and providing engineering information to contractors, consultants, and the public; and coordinates and liaises with utility companies.

Responsibilities

 

  • Performs on-site inspection for annual programs (e.g., road resurfacing, new sidewalks, sidewalk repairs, trenchless sewer/watermain replacements, slurry seal,and reconstruction of storm/sanitary sewer and watermain projects) to ensure quality control and adherence by contractors to all applicable City and Provincial standards and specifications, as well as schedules.
  • Liaises with contractors, general public, and various utility companies with respect to construction activities.
  • Tracks and records material quantities (e.g., asphalt, gravel) and daily progress activities.
  • Provides problem resolution/field solutions with respect to unforeseen construction issues (e.g., grade, alignment, elevation changes of surface and subsurface infrastructure).
  • Ensures compliance with Occupational Health and Safety Act on construction sites with authority to issue stop work orders. Ensures proper Ministry and City procedures are followed to ensure public/pedestrian safety.
  • Prepares and executes field change orders for extra work expenditures within limits of tender.
  • Checks line, grade, and elevation of proposed works in the field during construction.
  • Performs quality control checks.
  • Arranges on-site geotechnical investigations and material testing for asphalt, concrete, and granular materials.
  • Measures, records, and collects data (e.g., line, grade, elevation) for input into final as-constructed drawings.
  • Reviews and revises annual contract documents and prepares tenders for the development of annual programs for rehabilitation projects.
  • Prepares estimates (e.g., materials, labour, equipment) for individual streets identified for rehabilitation.
  • Liaises with in-house Utilities and outside telecommunications agencies to coordinate upgrade of plant (i.e., service/utility/ equipment) on proposed projects.
  • Liaises with Operations staff regarding tree protection and management.
  • Attends public information forums.
  • Performs other related duties as assigned.
 
 
Requirements
  1. Must be reliable with good attitude and employment record.
  2. Must successfully complete a medical examination if required.
  3. Must have the ability to support and project values compatible with the organization.
  4. Must have successfully completed the 3-year degree/diploma in Civil Engineering Technology or related field.
  5. Must have a minimum of 2 years’ related work experience in Municipal/Civil engineering construction.
  6. Must possess membership in good standing as, Certified Engineering Technologist (C.E.T.), with the Ontario Association of Certified Engineering Technologists and Technicians (O.A.C.E.T.T.).
  7. Must be an effective communicator possessing demonstrated skills in dealing with, other staff from Engineering Services, contractors, consultants, members of senior management, council and the public, with matters arising from Construction projects.
  8. Must be able to interpret, review and utilize engineering (CAD) drawings, prepare field reports, accurately prepare As-Built records, checking and/or establishing lines and grades, and prepare progress payment certificates for Construction Contracts.
  9. Must possess working knowledge of the Occupational Health and Safety Act and its Regulations and Ontario Provincial Standards and Specifications (OPSS) for Municipal Projects, as well as Canadian Safety Association specifications for construction materials such as  concrete, asphalt, granular materials.
  10. Must possess knowledge of related Ministry of Transportation and Ministry of the Environment standards and specifications, as well as Traffic Control Manual-Book 7, as these apply to Municipal construction projects.
  11. Must have working understanding of Legal Survey data and topographical surveying.
  12. Must have demonstrated skills in the use of a computer utilizing programs such as Microsoft Office (Word, Excel, PowerPoint), and  AutoCAD.
  13. Must have an MTO Class “G” driver’s license in good standing and access to a personal vehicle for city business.
  14. Must be willing to work overtime.
  15. Must be able to participate in Design & Construction phases of a project as an effective team member.
